Eligible applicants include metropolitan planning organizations, political subdivisions of states or territories, federally recognized Tribal governments, and multijurisdictional groups. Key requirements include developing comprehensive safety action plans, conducting supplemental planning and stakeholder engagement, demonstrating pilot projects, and implementing infrastructure and behavioral safety strategies identified in action plans. Applicants must provide a minimum 20 percent local match, with the federal share not exceeding 80 percent of total project costs, and must comply with federal requirements including NEPA compliance, domestic preference under the Build America, Buy America Act, labor and workforce standards, and critical infrastructure security measures. Applications must be submitted via Valid Eval by 5:00 PM EDT on May 26, 2026, with pre-application eligibility reviews due by April 24, 2026, and the Secretary will announce awards no later than 270 days after the NOFO issuance.

The total funding available for FY 2026 is up to $993,488,194, divided between Implementation Grants ($687,809,874 available for 40-70 awards ranging from $2.5 million to $25 million) and Planning and Demonstration Grants ($305,678,320 available for 400-700 awards ranging from $100,000 to $5 million). A minimum of 30 percent of total funds must be awarded for planning and demonstration activities, and no more than 15 percent of funds may be awarded to applicants in a single state. Projects typically span two to five years and can be implemented by eligible recipients at the local, regional, or tribal level throughout the United States and its territories.
