The Health Resources and Services Administration is soliciting applications for supplemental funding under the Ryan White HIV/AIDS Program Part D to strengthen organizational infrastructure and increase capacity to develop, enhance, or expand access to high-quality family-centered HIV care services, with an application due date set for the FY 2027 NOFO cycle.
This competition is open to current Part D grant recipients and new eligible applicants, including state and local governments, federally recognized Indian tribal governments, public and nonprofit private entities, higher education institutions, for-profit organizations, and health facilities operated by or pursuant to contract with the Indian Health Service. Eligible applicants must provide family-centered care involving outpatient or ambulatory care for low-income women, infants, children, and youth with HIV in their entire designated service area.
Supplemental awards fund activities in two categories: HIV Care Innovation and Infrastructure Development. The period of performance is one year. Base Part D grants are typically awarded for up to three years, with continued support beyond year one contingent on satisfactory performance, available funding, and continued government interest. Eligible applicants undergo objective review committee evaluation based on criteria detailed in the NOFO.
Recipients must maintain financial records for three years after final report submission. Nonfederal entities expending $1 million or more in federal awards annually are subject to single or program-specific audit under 2 CFR 200, Subpart F. Preapplication coordination is required. The program is designated CFDA 93.153 under the Coordinated Services and Access to Research for Women, Infants, Children, and Youth grant program.
