About this opportunity

The Health Resources and Services Administration is soliciting applications for Ryan White HIV/AIDS Program Part D (WICY) grants supporting family-centered HIV care and support services for women, infants, children, and youth in existing geographic service areas, with an application due date of July 13, 2026.

Eligible applicants include state and local governments, public and private nonprofit organizations (including 501(c)(3) and non-501(c)(3) nonprofits), federally recognized and non-federally recognized tribal governments and organizations, higher education institutions (public and private), special district governments, small businesses, for-profit organizations, and other entities that provide family-centered outpatient or ambulatory care services directly or through contracts or memoranda of understanding.

The program funds family-centered care for low-income women 25 years and older with HIV; infants up to 2 years of age exposed to or with HIV; children ages 2 to 12 with HIV; and youth ages 13 to 24 with HIV. As the only RWHAP component supporting services for affected individuals not living with HIV, Part D may fund services when the primary purpose is to enable the affected individual to participate in care of a person with HIV, directly remove barriers to care, or promote family stability. Supported services include case management, behavioral health, nutrition services, and referrals to specialty care.

Grants typically support three-year periods of performance, with continued funding contingent on satisfactory performance and available federal funds. Recipients draw down funds from the Payment Management System as needed. An objective review committee evaluates applicants against criteria detailed in the final notice of funding opportunity (HRSA-26-067). Preapplication coordination is required. The program's Assistance Listing number is CFDA 93.153.

A technical assistance webinar is scheduled for Thursday, June 18, 2026 at 2:00 PM ET (telephone: 240-800-7959, passcode 534 734 902#); contact AskPartD@hrsa.gov or Ijeamaka Ogbonna at 301-945-9638 for questions or to request the recording.
