About this opportunity
The Department of Health and Human Services Health Resources and Services Administration is soliciting applications for the Ryan White HIV/AIDS Program Part C Capacity Development Program to strengthen community-based organizational capacity to improve health outcomes and reduce HIV transmission, with a forecast posted July 13, 2026.
Eligible applicants include federally qualified health centers, rural health clinics, comprehensive hemophilia diagnostic and treatment centers, health facilities operated by or pursuant to a contract with the Indian Health Service, community-based organizations, hospitals, clinics and other health facilities providing early intervention services to people with HIV acquired through intravenous drug use, and nonprofit private entities (including faith-based and community-based organizations) providing comprehensive primary care to populations at risk of HIV. Applicant types encompassing these categories include state, county, city, and tribal governments; tribal organizations; public and private higher education institutions; 501(c)(3) and non-501(c)(3) nonprofits; and for-profit organizations.
Activities funded fall under two categories: HIV Care Innovation and Infrastructure Development, completed within a one-year period of performance. The program strengthens capacity to increase access to high-quality HIV primary health care services for low-income people with HIV through organizational infrastructure development and HIV care innovation initiatives.
Early Intervention Services grants, as distinguished from this Capacity Development track, are typically awarded for up to three years, with continuation contingent upon satisfactory performance and availability of federal funds. Capacity development grants may be funded for up to one year.
Recipients must maintain financial records for three years after submission. Non-federal entities expending $1,000,000 or more in federal awards annually are subject to single or program-specific audit under 2 CFR 200, Subpart F. Applicants should consult their state's single point of contact regarding state-level application requirements where applicable.
CFDA 93.918.
Forecast synopsis
