About this opportunity

The Health Resources and Services Administration is soliciting applications for supplemental Ryan White HIV/AIDS Program Part B funding to states and territories by July 10, 2026, with approximately $48 million available across roughly 30 awards ranging from $500,000 to $9 million per recipient. Eligible applicants are state governments, the District of Columbia, domestic territories, and Freely Associated States that do not carry an unobligated balance exceeding 5% of prior-year formula funds. No cost share is required. Awards support a single 12-month budget period from September 30, 2026, through September 29, 2027.

Applicants must demonstrate the severity of need for supplemental funding using quantifiable epidemiological data, including unmet service needs, increasing HIV/AIDS case rates, comorbidity impacts, homelessness prevalence, criminal justice involvement, and geographic or insurance-related access barriers. Recipients must maintain at least 75% of remaining funds (after administrative, planning, and evaluation costs) for core medical services and conduct evaluation processes with stakeholder engagement, including people with HIV. Administrative costs cannot exceed 10% of the total award; planning and evaluation costs cannot exceed 10%; combined administrative and planning/evaluation expenses are capped at 15% of total award. Recipients must sustain key project elements beyond the federal funding period.

Merit review employs six weighted criteria: Need (45 points), Response (20 points), Support Requested (10 points), Impact (10 points), Performance Reporting and Evaluation (10 points), and Resources and Capabilities (5 points). CFDA number 93.917 applies. Recipients must comply with 2 CFR Part 200, the HHS Grants Policy Statement, federal antidiscrimination laws, and submit Federal Financial Reports, Program Terms Reports, RWHAP Services Reports, and ADAP Data Reports as required. A technical assistance webinar is scheduled for June 11, 2026, at 2:00 PM ET.

Synopsis

This Ryan White HIV/AIDS Program Part B Supplemental funding is a statutory funding supplement provided through the HIV Care Grant Program. States/territories use RWHAP Part B Supplemental Grant Program funding in conjunction with RWHAP Part B HIV Care Grant Program funding to develop and enhance access to a comprehensive continuum of high-quality care and treatment services for low-income people with HIV. To obtain funding, states/territories must demonstrate that RWHAP Part B supplemental funding is necessary to provide comprehensive HIV care and treatment services for people with HIV in the state/territory.
