The Ryan White HIV/AIDS Program (RWHAP) Part A HIV Emergency Relief Grant Program provides direct financial assistance to eligible metropolitan areas (EMAs) and transitional grant areas (TGAs) that have been severely affected by the HIV epidemic. The program aims to develop or enhance access to a comprehensive, high-quality, community-based system of HIV care and treatment for low-income people with HIV (PWH). Key requirements include providing comprehensive primary health care and support services within the designated geographic service area, as well as collecting data to support identification of need, priority setting, and validation of RWHAP funding use. The Health Resources and Services Administration (HRSA) HIV/AIDS Bureau (HAB) will evaluate applications based on criteria such as the jurisdiction's ability to use grant funds to support, further develop, and/or expand systems of care to meet the needs of low-income PWH.

The anticipated FY 2025 total available funding is $654 million, including $10.3 million for priority funding and $52 million for Minority AIDS Initiative (MAI) funding. HRSA expects to make up to 52 competing continuation grants with a 3-year period of performance starting March 1, 2025. The grants will be awarded to RWHAP Part A recipients classified as EMAs or TGAs, with no cost sharing or matching requirements.
