About this opportunity
The Health Resources and Services Administration (HRSA) is soliciting applications for the Ryan White HIV/AIDS Program AIDS Drug Assistance Program (ADAP) Emergency Relief Fund (ERF) to assist low-income individuals with HIV in accessing medications and health care coverage. This grant opportunity targets states and territories receiving Ryan White HIV/AIDS Program Part B funding, with the primary objective of preventing, reducing, or eliminating ADAP waiting lists and addressing funding shortfalls. Eligible applicants must provide detailed information about current ADAP funding, cost-cutting measures, client costs, and proposed use of funds, with administrative costs capped at 10% of the total grant award. The evaluation will focus on applicants' demonstrated need for additional resources, their ability to improve treatment access, and strategies for client engagement. The application deadline is November 3, 2025, with an expected award date of April 1, 2026.
The total available funding is $75,000,000, with up to 25 grants to be awarded ranging from $100,000 to $10,000,000, depending on whether the applicant has an existing waiting list. The performance period will run from April 1, 2026, to March 31, 2027, covering a 12-month budget period. Grant recipients will be selected across the 50 states, the District of Columbia, Puerto Rico, and various U.S. territories, with funds designated for direct medication purchase or health care coverage assistance. Recipients must comply with specific reporting and compliance requirements, including maintaining financial records for three years after submitting the final Federal Financial Report (FFR). The program aims to improve the quality, availability, and organization of comprehensive HIV health care, treatment, and support services for eligible individuals.
