About this opportunity
The Department of Health and Human Services Substance Abuse and Mental Health Services Administration is soliciting applications for Rural Opioid Technical Assistance Centers through a competitive cooperative agreement mechanism, with applications due July 16, 2026.
SAMHSA will award 11 new cooperative agreements: one national coordinating office and ten regional centers. The program develops and disseminates training and technical assistance to address opioid and stimulant misuse in rural communities, with activities spanning overdose prevention, treatment, and recovery support services for substance use disorders including polysubstance use.
Eligible applicants include Single State Agencies for Substance Use; U.S. territories including the District of Columbia, Guam, Puerto Rico, the Northern Mariana Islands, the Virgin Islands, American Samoa, the Federated States of Micronesia, the Marshall Islands, and Palau; local and tribal governments (federally recognized tribes and tribal organizations); state administrative agencies; service providers; community and nonprofit organizations; universities and colleges; research institutions; and training and technical assistance providers.
Applications undergo merit review based on project descriptions, followed by program analysis and concurrence from the CSAT National Advisory Council before SAMHSA makes final award determinations. Award amounts and period of performance are determined as part of the Notice of Funding Opportunity. Grant recipients must retain records for three years beyond the award period or until final audit completion and resolution of findings, whichever is longer.
The program operates under CFDA 93.490, Center for Substance Abuse Treatment Projects of Regional and National Significance.
Synopsis
The purpose of this program is to develop and disseminate training and technical assistance to address the high prevalence of opioid and stimulant use and misuse affecting rural communities.
