About this opportunity

The USDA Rural Business-Cooperative Service seeks grants and loans to Microenterprise Development Organizations (MDOs) that provide microloans, training, and technical assistance to rural microentrepreneurs with 10 or fewer employees in underserved communities. Eligible applicants must be domestic nonprofit organizations, Indian Tribes, or public institutions of higher education that are at least 51 percent controlled by U.S. citizens or legally admitted permanent residents and must maintain active SAM registration with a valid Unique Entity Identifier (UEI). Applicants must demonstrate compliance with civil rights laws, environmental regulations, and federal reporting requirements while meeting a 15 percent cost share or matching requirement for grant recipients. Applications are evaluated on specified scoring criteria detailed in 7 CFR 4280.316, with a minimum score of 60 points out of 100 required for funding consideration. The program accepts applications on a quarterly basis with deadlines at 11:59 p.m. Eastern Time on September 30, 2025 (First Quarter), December 31, 2025 (Second Quarter), March 31, 2026 (Third Quarter), and June 30, 2026 (Fourth Quarter).

The program provides maximum award amounts of $500,000 for loans and $100,000 for grants, with approximately $21 million available in FY 2026. Technical assistance grants for MDOs that receive microloans are capped at the lesser of 25 percent of the total outstanding microloan balance or $100,000, with typical awards historically demonstrating $100,000 project grants with two-year performance periods. MDOs must make one or more microloans within 30 days of any disbursement received and may receive additional disbursements no more than quarterly. Awards are anticipated to align with each quarterly deadline, with subsequent annual microlender technical assistance grants to be awarded by August 15, 2026. Performance of services and loan activities will take place throughout rural areas with populations under 50,000 residents across the United States.
