About this opportunity

The Department of Agriculture Rural Housing Service seeks applications for Housing Preservation Grants to fund repair and rehabilitation of owner-occupied homes, rental properties, and cooperative housing units for very low- and low-income rural residents, with preapplications due September 8, 2026. The program reserves $250,000 from the American Relief Act of 2025 for Puerto Rico and dedicates $2.09 million (with a maximum award of $50,000 per grant) to disaster assistance in 2022 presidentially declared disaster areas.

Eligible applicants include state and local governments, federally recognized tribal governments, Indian tribal corporations, public and private nonprofit corporations (including faith-based and community organizations), and consortia of such entities. Applicants must limit administrative costs to less than 20 percent of grant funds and demonstrate prior experience in housing rehabilitation, weatherization, or assistance to very low- and low-income households.

The program prioritizes applications serving non-metropolitan areas with populations below 10,000 or remote rural areas (below 5,000 population) within metropolitan statistical areas. Selection criteria emphasize the percentage of very low-income persons assisted, the percentage of HPG funds relative to total housing preservation costs, applicant administrative capacity, and programs that alleviate overcrowding in rural residences. Preapplication review completes within 60 days. Applicants may request reconsideration of decisions within 30 days of notification and may apply for additional grants once prior grant goals have been achieved or nearly achieved.

The program operates under CFDA 10.433. Historically, Rural Development issued approximately 90–105 awards annually, with recent grants ranging from $28,000 to $287,000. Applicants must develop programs in consultation with State Historic Preservation Officers and comply with environmental review requirements under 7 CFR 1970.
