For FY 2026, the program exclusively solicits projects focused on Individual and Family Health Education with emphasis on opioid and substance misuse prevention and reduction programs. Eligible applicants are limited to 1862 and 1890 Land-grant Colleges and Universities, as well as Tribal Colleges and Universities designated as 1994 Land-grant Institutions, which must utilize Cooperative Extension as the primary delivery mechanism and serve federally classified rural areas. Projects must implement research-informed, outcome-based approaches; establish coordination with State Offices of Rural Health and relevant federal agencies; develop comprehensive performance assessment plans with measurable outcomes; and employ theoretical and practice frameworks. Applications will be evaluated through a two-part administrative and peer-review process using nine merit criteria totaling 100 points, with consideration given to Centers of Excellence designations. The application deadline is June 23, 2026, at 5:00 p.m. Eastern Time, with electronic submission required through Grants.gov.
Approximately $3,000,000 in total funding is available for FY 2026, with an anticipated 10-11 awards and a maximum award amount of $350,000 per project. All projects must have a 36-month duration, running from September 1, 2026, through August 31, 2029, with grant effective dates no later than September 30, 2026. Applicants must submit a 24-page project narrative and comprehensive budget demonstrating direct relationships between proposed costs and project activities, with indirect costs capped at 30 percent of total federal funds awarded. Performance locations are typically situated at the awarding institutions' main campuses or extension offices serving targeted rural counties across diverse geographic regions throughout the United States.
