About this opportunity

This federal grant opportunity seeks applicants to develop a roadmap for rebuilding, modernizing, and decarbonizing Ukraine's steel industry through the use of small modular nuclear reactors. The Department of State Bureau of International Security and Nonproliferation is requesting proposals under the Global Threat Reduction grant program to provide technical support for Ukraine's consideration of small modular reactors and advanced nuclear technologies. Eligible applicants include non-profits, educational institutions, federally funded research centers, and for-profits to conduct stakeholder engagements, joint studies with U.S. experts, and create a detailed roadmap outlining decarbonized steelmaking reliant on nuclear energy. Applications will be evaluated based on alignment with nonproliferation objectives and are due by January 31, 2024.

Award amounts between $50,000 and $5 million will be issued as cooperative agreements to support activities in Ukraine. The roadmap developed through funded projects will outline measures for conducting decarbonized steelmaking at Ukrainian facilities using nuclear energy for clean electricity, heat, and potentially hydrogen production.

Synopsis

CTR administers the Foundational Infrastructure for Responsible Use of Small Modular Reactor Technology Program (FIRST), announced by the White House at the Leaders' Summit on Climate in April 2021. FIRST provides technical capacity-building support to potential nuclear energy newcomer countries and current nuclear energy countries that are considering small modular reactors (SMRs) and other advanced reactor designs to meet their clean energy needs, consistent with the highest international standards of nuclear security, nonproliferation, and safety.
