About this opportunity

The Department of the Treasury is soliciting applications for the RESTORE Act Direct Component for construction and real property acquisition activities, with applications due October 31, 2026. Eligible applicants are limited to four Gulf Coast state governments (Texas, Louisiana, Alabama, Mississippi), 23 Florida counties, and 20 Louisiana parishes—the 47 entities named in the RESTORE Act; no other applicants may apply. This is a noncompetitive, rolling grant program with no annual application cycle.

Eligible construction and real property acquisition activities include restoration and protection of natural resources, ecosystems, fisheries, marine and wildlife habitats, beaches and coastal wetlands; mitigation of damage to fish, wildlife, and natural resources; implementation of federally approved marine, coastal, or comprehensive conservation management plans including fisheries monitoring; workforce development and job creation; improvements to state parks in coastal areas affected by the Deepwater Horizon oil spill; infrastructure projects benefitting the economy or ecological resources including port infrastructure; coastal flood protection and related infrastructure; tourism promotion in the Gulf Coast region including recreational fishing promotion; seafood consumption promotion; planning assistance; and administrative costs. Projects with or without non-federal cost-share for another federally funded project or program are eligible. All construction and real property acquisition activities, and any activity requiring a permit from a federal or state agency, including natural resource restoration projects, must be submitted under this FOA; eligible activities not involving construction, land acquisition, or environmental restoration should be submitted under FOA GR-RDC-25-002.

Applications are evaluated for completeness and compliance with the RESTORE Act, Treasury's implementing regulations at 31 CFR Part 34, the Uniform Guidance, and applicable federal law. For projects designed to restore or protect natural resources, Treasury assesses whether the applicant demonstrated that the project is based on best available science. Treasury makes every effort to approve or disapprove applications within 120 days of receipt of a complete and compliant application. Awards are announced and granted on a rolling basis as applications are approved.
