About this opportunity
The Department of the Treasury is soliciting applications to establish Centers of Excellence through competitive subawards to nongovernmental entities and consortia in the Gulf Coast Region, with applications due October 31, 2026. Eligible applicants—the five Gulf Coast state governments (Alabama, Florida, Louisiana, Mississippi, and Texas) acting through their designated administrative agents—must issue subawards competitively to nongovernmental entities and consortia, including institutions of higher education, and must establish and implement a program to monitor compliance with subaward agreements.
Funded Centers of Excellence may conduct science, technology, and monitoring in one or more of five disciplines: coastal and deltaic sustainability, restoration, and protection; coastal fisheries and wildlife ecosystem research and monitoring; offshore energy development; sustainable and resilient growth and economic development; and comprehensive observation, monitoring, and mapping of the Gulf of Mexico. All activities must occur within the Gulf Coast Region as defined in the RESTORE Act and Treasury's implementing regulations at 31 CFR 34.704.
This is a noncompetitive grant program. Applications are evaluated for completeness and compliance with the RESTORE Act, Treasury regulations at 31 CFR Part 34, the Uniform Guidance at 2 CFR Part 200, and Treasury policies. For projects designed to restore or protect natural resources, Treasury assesses whether the applicant has reasonably demonstrated that the project is based on best available science. Treasury may engage governmental and nongovernmental subject-matter experts to provide technical input. Treasury commits to approve or disapprove applications within 120 days of receipt of a complete and compliant application. Successful applicants are announced and awarded on a rolling basis as their applications are reviewed and approved.
The program operates under CFDA 21.015 (Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States). Recipients and all subrecipients must comply with audit requirements at 2 CFR Part 200, Subpart F, and must retain records for three years from submission of the final annual financial status report or longer if litigation, claims, investigations, or audits are pending.
