About this opportunity

The Administration for Children and Families (ACF) seeks cooperative agreement applicants to provide residential services for unaccompanied alien children, with applications due December 29, 2026 at 11:59 p.m. Eastern Time. Providers must hold state licenses for group home, shelter, or transitional foster care services at the time of application, and applications from individuals (including sole proprietorships), federal entities, and foreign entities are ineligible and disqualified from merit review. Eligible applicant types include public and private higher education institutions, federally recognized and non-federally recognized tribal entities, state, county, city/township, and special district governments, independent school districts, small businesses, for-profit organizations, and 501(c)(3) and non-501(c)(3) nonprofits, plus public or Indian housing authorities. Faith-based and community organizations that meet eligibility requirements are eligible.

ACF expects approximately 50 awards totaling $280,000,000, with first-budget-period awards ranging from $2,000,000 to $5,600,000. The project period is three years, comprising three 1-year budget periods, with an expected start of April 1, 2027. Non-competing continuations depend on availability of funds and satisfactory progress.

Current recipients in the final year of their project period whose end date aligns with the projected award date must apply to continue services. Other current recipients must propose services at a new facility in a new location. ACF does not fund multiple projects offering the same service type in the same location.

ORR is particularly interested in residential facility beds and transitional foster care in states and localities near the U.S. southern border with Mexico. Bonus merit points are available for facilities with 24 beds or fewer and for southern border locations.

Required services include 24/7 care availability, case management, clinical counseling, educational services of at least 6 hours daily, health care, legal assistance, recreation, and trauma-informed care, with detailed security and monitoring systems and specified staffing ratios. Applicants must maintain active SAM.gov and Grants.gov registrations and possess active child placement licenses.

Merit review scores program design (25 points), program implementation (20 points), program location and real property (15 points), program management (20 points), budget and narrative (20 points), and ACF Priority Alignment (10 points). ACF may fund applications in whole or in part, and successful applicants may receive less than requested.

Assistance Listing 93.676, Unaccompanied Alien Children Program, administered by ACF's Office of Refugee Resettlement.

Synopsis

The Residential Services for Unaccompanied Alien Children funding opportunity is intended to support organizations that can provide high-quality, child-centered care that promotes children's safety and well-being. Funded providers must offer services 24 hours a day, 7 days a week, and have the capacity to accept children at any time, when it is safe to do so and consistent with state licensing requirements. Although children in ORR care are in the federal government's legal custody due to their immigration status, care providers are responsible for their day-to-day physical care. At the time of application, providers must be licensed, in accordance with state requirements, to provide group home, shelter, or transitional foster care services for children, including any required child placement or related licenses.

ORR is particularly interested in projects that provide residential facility beds and transitional foster care in states and localities near the U.S. southern border with Mexico.

Standard ORR care providers must be licensed by an appropriate State agency, or meet the State's licensing requirements if located in a State that does not allow State licensing of programs providing or proposing to provide care and services to unaccompanied children. See 45 CFR 410.1302(a).
