About this opportunity

The Department of Health and Human Services' Administration for Children and Families (ACF), specifically the Office of Refugee Resettlement/Division of Unaccompanied Children's Operations (ORR/DUCO), is seeking long-term foster care (LTFC) providers for unaccompanied children (UC). Care providers must be state-licensed to provide foster care services and capable of supporting unaccompanied children ages 0-17, including sibling groups, pregnant/parenting teens, and minors with special vulnerabilities. Applicants will be evaluated on program design, management capacity, administrative environment, and performance evaluation plans, with bonus points available for recruiting foster parents for older children (15-17) and those with significant emotional or developmental needs. All entities must comply with the Flores Settlement Agreement, federal laws, and ORR policies. The application deadline is November 17, 2025, with the solicitation number HHS-2023-ACF-ORR-ZU-0162.

The estimated total funding for this opportunity is $140,000,000, with approximately 100 awards anticipated and a maximum award ceiling of $12,000,000 per budget period. The project period spans 36 months, divided into three 12-month budget periods, with an anticipated project start date of May 1, 2026. Care providers will be responsible for residential services in the least restrictive setting appropriate for each child's age and special needs, with services beginning when ORR accepts a UC for placement and ending when the minor is released from ORR custody, turns 18, or receives a final immigration disposition. Services will be provided through state-licensed residential care programs across various locations, focusing on comprehensive support for unaccompanied immigrant children.
