About this opportunity

The National Institute of Food and Agriculture (NIFA) under the Department of Agriculture is soliciting applications for two complementary grant programs designed to strengthen educational and research capacity at institutions of higher education in eight designated insular areas: American Samoa, Commonwealth of Northern Mariana Islands, Commonwealth of Puerto Rico, Federated States of Micronesia, Guam, Republic of the Marshall Islands, Republic of Palau, and United States Virgin Islands. The Resident Instruction Grants for Institutions in Insular Areas (RIIA) program supports educational initiatives including curriculum development, faculty enhancement, student recruitment and retention, and improvements to instruction delivery systems, while the Agriculture and Food Sciences Facilities and Equipment (AGFEI) program funds the acquisition, renovation, or construction of facilities and equipment for agricultural research in tropical and subtropical environments. Eligible applicants must be accredited institutions of higher education located in the designated insular areas, with AGFEI restricted to land-grant colleges and universities. All applications will undergo peer and merit review by qualified scientists and specialists, with evaluation criteria focusing on educational capacity building, research infrastructure development, and alignment with USDA Secretary's Memorandum 1078-020 priorities including farmer profitability, agricultural market expansion, invasive species protection, soil health promotion, and nutritional health improvements. The application deadline is June 15, 2026, at 5:00 P.M. Eastern Time, with submissions required electronically via Grants.gov.

Total anticipated program funding is approximately $2,800,000 (combining $1,400,000 in FY 2025 and $1,400,000 in FY 2026 funding) supporting approximately eleven anticipated awards across both programs. RIIA offers three grant types: Workshop grants ranging from $10,000 to $50,000 for 24-month projects (six awards anticipated), Standard grants from $50,000 to $200,000 for 36-48 months, and Collaboration grants from $200,000 to $550,000 for 36-48 months; AGFEI supports five anticipated Standard grants of $50,000 to $200,000 for 36-48 month projects. All projects will be performed at eligible institutions located in the eight designated insular areas, with no cost-sharing required from applicants.

Synopsis

The purpose of the RIIA and AGFEI programs, under Assistance Listing number 10.308, is to promote and strengthen the ability of eligible institutions in the Insular Areas to carry out education and research, respectively, within the food and agricultural sciences.
