About this opportunity
The Air Force Office of Scientific Research (AFOSR), operating under the Department of the Air Force Materiel Command Research Laboratory, is soliciting fundamental research proposals across multiple scientific disciplines including Engineering and Complex Systems, Information and Networks, Physical Sciences, and Chemistry and Biological Sciences. This Broad Agency Announcement (BAA FA955025S0001) seeks unclassified basic research that addresses critical technological needs for the U.S. Air Force and Space Force, with particular emphasis on quantum information sciences, aerospace materials, computational mathematics, human performance, and biosystems research. Eligible applicants include accredited universities, non-profit research organizations, and commercial entities; the agency particularly encourages submissions from Historically Black Colleges and Universities, minority-serving institutions, and small businesses. Proposals will be evaluated based on technical merit, potential relationship to Department of Defense missions, and the capabilities of the research team, with submissions accepted on a rolling basis. Important Note: The BAA was closed as of March 23, 2026, due to a mandatory review process mandated by Executive Order 14332; applicants who submitted proposals between March 18-23, 2026, must resubmit to an upcoming Open BAA that will ensure alignment with Department of War priorities.
Award amounts typically range from $100,000 to $300,000 per year, with most projects funded for three-year periods and potential durations extending up to five years, with approximately $200 million in total funding available under this announcement. Research performance is expected to occur primarily at recipient institutions, with potential collaboration at Air Force Research Laboratory facilities. All awards will be administered in accordance with 2 CFR 200 and Department of Defense Grants and Agreements Regulations (DoDGARs), and applicants must comply with security program requirements and privacy act provisions outlined in the supporting appendices.

AFOSR plans, coordinates, and executes the Air Force Research Laboratory's (AFRL) basic research program in response to technical guidance from AFRL and requirements of the Air Force. Additionally, the office fosters, supports, and conducts research within Air Force, university, and industry laboratories; and ensures transition of research results to support U.S. Air Force needs. The focus of AFOSR is on research areas that offer significant and comprehensive benefits to our national war fighting and peacekeeping capabilities. These areas are organized and managed in two scientific Departments: Engineering and Information Science (RTA), Physical and Biological Sciences (RTB), and our international offices (EAORD, SOARD, and AOARD). The research activities managed within each Department are summarized in this section.
