About this opportunity

The Naval Supply Systems Command is soliciting applications for basic and applied STEM research at the Naval Postgraduate School through January 13, 2030, via a two-stage process requiring white papers followed by full proposals through Grants.gov.

Eligible applicants include U.S. academic institutions (public and private), 501(c)(3) nonprofits, U.S. laboratories outside the federal government, and accredited foreign universities. Ineligible applicant types are individuals, industry, Federally Funded Research and Development Centers, and Department of Defense laboratories. No cost share or matching requirement is stated.

The FOA offers grants or cooperative agreements with no predetermined funding ceiling or floor; award amounts and periods of performance vary by research area. Periods of performance typically run three to five years. Proposals may address basic and applied research across science and engineering, business, politics, public and foreign policy, operational and information sciences, and interdisciplinary fields aligned with NPS's graduate education and research mission. Proposals must not address development of specific systems or hardware procurement.

White papers (five pages maximum) may be submitted at any time to grants@nps.edu for informal feedback from the Research Program Officer; a separate white paper is required for each proposal. Full proposals must be submitted through Grants.gov by January 13, 2030, and are limited to 40 pages excluding cover page, curricula vitae, letters of support, and references. Mandatory forms include SF-424 (R&R) with project abstracts, research and related budget forms, and senior/key person profiles. Budget must include unlocked Excel spreadsheet with itemized cost justifications.

Evaluation criteria include scientific and technical merit, innovation, feasibility, potential impact, publication potential, knowledge expansion related to national security, public benefits, relevance to U.S. Navy mission, institutional capabilities, principal investigator qualifications, and cost reasonableness. Applicants must address human subjects research, animal use, environmental compliance, export controls, and organizational conflicts of interest. The assistance listing is CFDA 12.300 (Basic and Applied Scientific Research).

Synopsis

This FOA is intended for proposals related to basic and applied research in the STEM categories, and not related to the development of a specific system or hardware procurement.

The proposal submission process has two stages:

I. Applicants are encouraged to submit a white paper first to Grants@NPS.edu, ; and

II. Applicants must submit a full proposal through Grants.gov (do not submit white papers through Grants.gov, only full proposals)

Applicants are encouraged to submit a White Paper in advance of a Full Proposal to minimize the labor and other costs associated with the production of detailed full proposals that have little chance of being selected for funding. Based on an assessment of the white papers, the responsible Research Program Officer will provide informal feedback notification to the prospective awardees to encourage or discourage submission proposals. The Research Program Officer may also, on occasion, provide feedback encouraging re-work to strengthen a proposal.

White Papers may be submitted at any time during the open period of this FOA. A separate White Paper is required for each research proposal.
