About this opportunity
The Department of Agriculture Rural Business Cooperative Service is soliciting applications for renewable energy systems and energy efficiency improvements under the Rural Energy for America Program (CFDA 10.868), with rolling deadlines throughout fiscal year 2025 and beyond. Eligible applicants are agricultural producers and rural small businesses located in rural areas; governmental entities, educational institutions, rural electric cooperatives, and public power entities are eligible only for energy audits and renewable energy development assistance tracks. Applicants must not have outstanding judgments, delinquent federal debt, or debarment.
Grants cover up to 25 percent of eligible project costs, capped at $500,000 for renewable energy systems and $250,000 for energy efficiency improvements. The combined maximum of grant and guaranteed loan cannot exceed 75 percent of eligible project costs. For energy audits, recipients must pay 25 percent of audit costs.
The program funds renewable energy installation (solar, wind, biomass, geothermal, hydro, hydrogen) and energy efficiency improvements at farm and rural business operations. Projects should typically be completed within two years from award. Grant funds are provided on a reimbursement basis; loan guarantees are provided once the project is complete and operational.
Applications are evaluated on energy quantity replaced or produced, environmental benefits, commercial availability, technical merit, readiness, small producer status, simplified application submission, previous borrower status, simple payback period, and state director and administrator priorities. State-level review occurs first, followed by nationwide ranking and final award recommendation to the Administrator by the Rural Business Cooperative Service National Office. Review timeframe ranges from 60 to 180 days after filing, dependent on the number of funding cycles offered per year.
