About this opportunity

The Department of Health and Human Services Administration for Community Living (NIDILRR) is soliciting applications for a Rehabilitation Research and Training Center (RRTC) to conduct research on evidence-based interventions that promote community living among people with disabilities, with an application due date of July 29, 2026. NIDILRR will make one award under this opportunity. The indirect cost rate is capped at 15 percent per congressional mandate.

Eligible applicants include states, public or private agencies and organizations (including for-profit entities), institutions of higher education, and Indian tribes and tribal organizations.

The award carries total funding of $920,000 to $925,000 per 12-month budget period across a 60-month project period (five consecutive budget periods) from September 1, 2026 to August 31, 2031.

Applicants must propose a comprehensive RRTC that addresses all of the following: identifying target disability populations; conducting a systematic review of community living intervention research; conducting two rigorous research studies, with at least one at the scale-up evaluation stage, addressing individual and environmental barriers to community living; and serving as a national resource center through knowledge translation activities including collaboration with disability organizations, technical assistance provision, training programs, research dissemination, and hosting a state-of-the-science conference in the fourth year. All websites and products must comply with Section 508 accessibility standards.

Merit review criteria are weighted as follows: importance of the problem (10 points); alignment with ACL strategic priorities of caregiving, connecting people to services, and whole-person health (5 points); design of research, dissemination, training, and technical assistance activities (60 points combined); project staff qualifications (10 points); plan of operation (10 points); and resource adequacy (5 points) for a total of 100 points.

An optional notice of intent is due July 13, 2026. An informational conference call is scheduled for July 10, 2026.

The funding falls under CFDA 93.433 (ACL National Institute on Disability, Independent Living, and Rehabilitation Research).

Synopsis

The purpose of the RRTCs is to achieve the goals of, and improve the effectiveness of, services authorized under the Rehabilitation Act through well-designed research, training, technical assistance, and dissemination activities in important topical areas as specified by NIDILRR. This particular opportunity is for an RRTC to conduct research toward evidence-based services, supports, or interventions to promote community living outcomes among people with disabilities. NIDILRR plans to make one grant under this opportunity. The grant will have a 60-month project period, with five 12-month budget periods.
