About this opportunity

The Department of Transportation's Federal Aviation Administration, through the Build America Bureau, is soliciting applications for the Regional Infrastructure Accelerator (RIA) Program, offering $20 million in cooperative agreements. The program aims to support U.S. public entities in developing improved infrastructure priorities and financing strategies for transportation projects eligible under the Transportation Infrastructure Finance and Innovation Act (TIFIA) Credit Program. Eligible applicants include state, multi-state, county, municipal, metropolitan planning organizations, regional transportation planning organizations, and tribal governments. Evaluation criteria will focus on applicants' experience, qualifications, partnerships, business model, project pipeline, readiness, self-sustainability, and risk assessment. The application deadline is June 25, 2025, with submissions required through Grants.gov by 11:59 p.m. EST.

The grant opportunity will select between six and ten new RIAs, with individual awards ranging from $975,000 to $2 million. The cooperative agreements will have a two-year base period, with a potential third-year option contingent on performance and funding availability. While projects are not required to apply for or receive TIFIA credit assistance, applicants considering innovative financing methods to accelerate eligible project delivery are strongly encouraged to apply. The final award decisions will be made by the Secretary of Transportation, with a focus on selecting a diverse group of RIAs across different geographic and organizational structures.

Synopsis

Executive Summary: The Build America Bureau (Bureau) is issuing this NOFO to solicit applications from eligible U.S. public entities for $20 million in Regional Infrastructure Accelerator (RIA) grants. RIA grants assist entities in developing improved infrastructure priorities and financing strategies for the accelerated development of a project that is eligible for funding under the Transportation Infrastructure Finance and Innovation Act (TIFIA) Credit Program under Chapter 6 of Title 23, United States Code. These grants are intended to support RIAs that: 1) serve a defined geographic area; 2) act as a resource to qualified entities in the geographic area; and 3) demonstrate the effectiveness of the RIA to expedite the delivery of projects eligible for the TIFIA credit program. Projects are not required to apply for or receive TIFIA credit assistance to be eligible; however, applicants who are considering the appropriateness of innovative financing methods to accelerate the delivery of eligible projects are strongly encouraged to apply. Each section of this notice contains information and instructions relevant to the application process for the RIA grants. All applicants should read this notice in its entirety so that they have the information they need to submit eligible and competitive applications.
