About this opportunity

The Environmental Protection Agency Region 9 is seeking applications from eligible state, local, and tribal government entities for its Fiscal Year 2023 Wetland Program Development Grants. Up to $3.3 million will fund 10 to 14 cooperative agreements and grants to develop or refine wetland programs through projects addressing monitoring, assessment, restoration, protection, and water quality standards. Applicants must demonstrate how their proposed work will incorporate considerations of climate change, environmental justice, and aquatic resource protection consistent with national and regional priorities. A 26-page project narrative and all required application materials must be submitted through Grants.gov by November 20, 2023 to be evaluated for an anticipated February 2024 selection and March 2024 award.

Individual awards will range from $50,000 to $500,000, requiring at least 25% of project costs to be matched by non-federal funds. The work will fund state wetland program plans under Track One or other wetland program development projects under Track Two. Performance sites will be within EPA Region 9 which includes Arizona, California, Hawaii, Nevada, Pacific Island Territories, and 148 Tribal Nations.

Synopsis

The goals of EPA's wetland program include increasing the quantity and quality of wetlands in the U.S. by conserving and restoring wetland acreage and improving wetland condition. In pursuing these goals, EPA seeks to develop the capacity of all levels of government to develop and/or refine effective, comprehensive programs for wetland protection and management. In addition to developing and/or refining wetland protection and management programs EPA seeks to build wetlands programs to incorporate climate change and environmental justice considerations as described in Section I.C.2.a: Climate Change and Section 1.C.2.b: Justice40 (J40) of the announcement on the program's National Priorities.
