The Environmental Protection Agency (EPA) Region 7 is seeking applications to develop or refine wetland protection, management, and restoration programs through the Wetland Program Development Grants (WPDGs) program. Eligible applicants include Indian Tribes, state and local governments, institutions of higher education that are state agencies, interstate agencies, and intertribal consortia operating in EPA Region 7 states (Kansas, Iowa, Missouri, and Nebraska). Applications must not exceed $400,000 and require a minimum 25 percent cost share, with projects involving research, investigations, demonstrations, training, or studies rather than routine implementation. Applicants will be evaluated on nine criteria totaling 100 points: project need and environmental benefit (20 points), project tasks (20 points), milestone schedule and timely expenditure (11 points), budget (10 points), transfer of results (7 points), environmental results and tracking (10 points), programmatic capability (6 points), partnerships (10 points), and past performance (6 points). The application deadline is April 6, 2026 at 11:59 p.m. ET, with anticipated selection notification in July 2026 and award notification in September 2026.

The EPA will award $1,857,000 in total funding across 5-9 grants, with individual awards anticipated to range from one to four years but not to exceed five years and annualized funding of approximately $928,500 per year for two years. Projects must develop or refine government wetland programs through eligible actions including wetland mapping, monitoring, assessment, regulatory program development, and training. Performance of the work will occur within the EPA Region 7 states (Kansas, Iowa, Missouri, and Nebraska).

Synopsis

Wetland Program Development Grants (WPDGs) assist state, Tribal, territory (Insular Areas), local government agencies, and interstate or intertribal entities in developing or refining state, Tribal, territory or local programs that protect, manage and restore wetlands. The goals of the EPA's wetland program include increasing the quantity and quality of wetlands in the U.S. by conserving and restoring wetland acreage and improving wetland condition. In pursuing these goals, the EPA seeks to develop the capacity of all levels of government to develop and/or refine effective, comprehensive programs for wetland protection and management. This is done through the use of the Core Elements of a Wetlands Program, the Wetlands Program Core Elements Framework and for states and Tribes the development of Wetland Program Plans (WPP).
