About this opportunity

The Environmental Protection Agency (EPA) Region 5 is seeking applications for Wetland Program Development Grants to support state, Tribal, territorial, local government agencies, interstate, and intertribal entities in developing or refining comprehensive wetland protection, management, and restoration programs. Applicants must demonstrate how their proposed projects will develop or refine wetland programs through activities such as research, investigations, training, demonstrations, surveys, and studies related to water pollution prevention. The program operates under two separate tracks: Track One for Wetland Program Plan (WPP)-eligible state, Tribal, and territory applicants, and Track Two for non-WPP eligible applicants including local governments and interstate agencies. Evaluation will be conducted on ten criteria totaling 100 points, including project need and environmental benefits (20 points), project tasks (20 points), milestone schedule and timely expenditure (11 points), budget (10 points), transfer of results (7 points), environmental results and tracking (10 points), programmatic capability and qualifications (6 points), partnerships (10 points), and past performance (6 points). All applications must be submitted through Grants.gov by April 6, 2026, and must include mandatory forms (SF-424, SF-424A, EPA Form 5700-54, EPA Form 4700-4) plus a project narrative not exceeding 26 double-spaced pages.

Up to 20 awards totaling between $1.481 million and $2.962 million are anticipated, with individual grant requests capped at $500,000 and incremental funding of approximately $1.481 million per year for two years. Projects must include one to four-year performance periods and maintain a minimum 25 percent cost-share requirement. Work will be performed across EPA Region 5 (covering multiple states), with the EPA reserving the right to partially fund applications, adjust award numbers and dollar amounts between tracks, and fund the top-ranked proposal from each state contingent on proposal quality and funding availability.

Synopsis

Wetland Program Development Grants (WPDGs) assist state, Tribal, territory (Insular Areas), local government agencies, and interstate or intertribal entities in developing or refining state, Tribal, territory or local programs that protect, manage and restore wetlands. The goals of the EPA's wetland program include increasing the quantity and quality of wetlands in the U.S. by conserving and restoring wetland acreage and improving wetland condition. In pursuing these goals, the EPA seeks to develop the capacity of all levels of government to develop and/or refine effective, comprehensive programs for wetland protection and management. This is done using the Core Elements of a Wetlands Program, the Wetlands Program Core Elements Framework and for states and Tribes the development of Wetland Program Plans (WPP).
