About this opportunity

The Environmental Protection Agency (EPA) Region 10 is soliciting applications for Wetland Program Development Grants (WPDGs) to assist eligible government entities in developing or refining comprehensive wetland protection, management, and restoration programs. Applicants must be state, tribal, territorial, local government agencies, interstate agencies, intertribal consortia, or colleges/universities that are state agencies, with projects focused on activities within EPA Region 10 (Alaska, Idaho, Oregon, Washington, and tribal lands within those states). The grant supports two tracks: Track One for developing or updating Wetland Program Plans (WPPs) and Track Two for non-WPP wetland program development activities. Evaluation will be based on nine criteria totaling 100 points: project need and environmental benefits (20 points), project tasks (20 points), milestone schedule and timely expenditure (11 points), budget (10 points), transfer of results (7 points), environmental results and tracking (10 points), programmatic capability and experience (6 points), partnerships (10 points), and past performance (6 points). Applications must be submitted through Grants.gov by April 10, 2026, at 11:59 p.m. ET, with anticipated selection notification in June 2026 and award notification in October 2026.

The EPA will distribute up to $1,857,000 across 8-15 grants, with approximately $1,207,000 allocated to Track One (6-8 awards) and $650,000 to Track Two (2-7 awards), with a maximum federal request of $275,000 per application and a minimum 25 percent cost share requirement. Projects will have award periods of one to four years, not to exceed five years, with funding distributed incrementally at approximately $870,000 per year for two years, contingent on application quality and satisfactory performance. All projects must be performed within EPA Region 10, which encompasses the Pacific Northwest and Alaskan regions.

Synopsis

Wetland Program Development Grants (WPDGs) assist state, Tribal, territory (Insular Areas), local government agencies, and interstate or intertribal entities in developing or refining state, Tribal, territory or local programs that protect, manage and restore wetlands. The goals of the EPA's wetland program include increasing the quantity and quality of wetlands in the U.S. by conserving and restoring wetland acreage and improving wetland condition. In pursuing these goals, the EPA seeks to develop the capacity of all levels of government to develop and/or refine effective, comprehensive programs for wetland protection and management. This is done using the Core Elements of a Wetlands Program, the Wetlands Program Core Elements Framework and for states and Tribes the development of Wetland Program Plans (WPP).
