About this opportunity
The U.S. Environmental Protection Agency (EPA) Region 1 is soliciting applications for Wetland Program Development Grants to support the development and refinement of state, Tribal, territorial, and local government wetland protection, management, and restoration programs. Eligible applicants include federally recognized Indian Tribes, state agencies, local governments, institutions of higher education serving as state agencies, interstate agencies, and intertribal consortia, and must demonstrate a 25 percent minimum cost share. Projects must focus on activities such as developing Wetland Program Plans, creating wetland maps, conducting restoration demonstrations using new or experimental methods, establishing regulatory programs, or conducting research and training; ineligible activities include conventional restoration methods, vehicle or land purchases, and fundraising. Evaluation will be based on 100 points across nine criteria: project need and environmental benefit (20 points), project tasks (20 points), milestone schedule and timely expenditure (11 points), budget (10 points), transfer of results (7 points), environmental results outputs and outcomes (10 points), programmatic capability and qualifications (6 points), partnerships (10 points), and past performance (6 points). All applications must be submitted through Grants.gov by April 24, 2026 at 11:59 PM ET.
The EPA anticipates awarding $2,784,000 in total funding distributed across 8 to 13 awards, with approximately $1,392,000 available per year for two years, subject to application quality, funding availability, and satisfactory performance. Individual applications cannot request more than $350,000, with funding split between Track One (WPP projects at approximately $2,088,000) and Track Two (Non-WPP projects at approximately $696,000). Projects will support one to four-year performance periods, and successful applicants must comply with federal regulations including 2 CFR Parts 200 and 1500, Quality Assurance/Quality Control requirements, Federal Geographic Data Committee Wetlands Mapping Standards, and Executive Order 13112 regarding invasive species control.
Synopsis
Wetland Program Development Grants (WPDGs) assist state, Tribal, territory (Insular Areas), local government agencies, and interstate or intertribal entities in developing or refining state, Tribal, territory or local programs that protect, manage and restore wetlands. The goals of the EPA's wetland program include increasing the quantity and quality of wetlands in the U.S. by conserving and restoring wetland acreage and improving wetland condition. In pursuing these goals, the EPA seeks to develop the capacity of all levels of government to develop and/or refine effective, comprehensive programs for wetland protection and management. This is done through the use of the Core Elements of a Wetlands Program, the Wetlands Program Core Elements Framework and for states and Tribes the development of Wetland Program Plans (WPP).
