About this opportunity
The Federal Highway Administration is soliciting applications for the Reduction of Truck Emissions at Port Facilities Competitive Grants Program with an application deadline of June 22, 2026, and will award up to $150 million in federal funding drawn from Fiscal Years 2024, 2025, and 2026, plus any remaining FY 2023 funds. All applicants must provide a minimum 20 percent non-federal cost share. There is no minimum or maximum award amount.
Eligible applicants include entities that have authority over, operate, or utilize port facilities or intermodal port transfer facilities; have authority over areas within or adjacent to ports; or will test or evaluate emission reduction technologies at ports. Deployment projects must be located within or adjacent to ports and intermodal facilities, while testing and evaluation projects can occur elsewhere if focused on port-related emissions reduction.
The program funds projects that reduce idling and emissions from trucks at U.S. ports through infrastructure improvements, on-truck technologies, port electrification, congestion reduction, and operational efficiencies. Awards are cost-reimbursable grants with performance periods of 1 to 4 years. Obligation deadlines range from September 30, 2027 to 2029, with expenditure deadlines extending to September 30, 2034.
FHWA evaluates applications using three merit criteria: Reduction of Emissions at Ports (measuring reductions in carbon monoxide, nitrogen dioxide, ozone, and particulate matter); Innovation (early deployments of emerging transportation technologies); and Reinvesting in the American Family (community benefits including job access and emissions reductions in adjacent neighborhoods). Project readiness assessment considers technical feasibility, financial completeness, and permitting risk.
Applications submitted through Grants.gov must include a 30-page project narrative, budget documentation, exhibits limited to 20 pages, and standard federal forms (SF-424, SF-424A or SF-424C as applicable, SF-424B or SF-424D, and SF-LLL). Recipients must comply with Buy America and Build America Buy America Act requirements, domestic preference standards, cybersecurity requirements, and submit quarterly progress reports and Federal Financial Reports.
CFDA 20.286.
