About this opportunity

The Substance Abuse and Mental Health Services Administration is soliciting applications for the Recovery Community Services Program - Statewide Network, with applications due July 27, 2026. The program funds initiatives to strengthen recovery organizations, statewide recovery networks, and healthcare systems in the delivery of recovery support services through structured collaboration, systems improvement, public health messaging, and targeted training for key recovery partners.

Eligible applicants include Single State Agencies for Substance Use, U.S. territories (District of Columbia, Guam, Commonwealth of Puerto Rico, Northern Mariana Islands, Virgin Islands, American Samoa, Federated States of Micronesia, Republic of the Marshall Islands, and Republic of Palau), local government, federally recognized tribes and tribal organizations, state administrative agencies, service providers, community and nonprofit organizations, universities and colleges, research institutions, and training and technical assistance providers.

Applications undergo merit review including a description of the proposed project, with awards determined by SAMHSA following program analysis and Center for Substance Abuse Treatment National Advisory Council concurrence. Records retention requirements extend three years beyond the project period, or longer if a final audit has not been completed or findings resolved.

This opportunity is funded under the Center for Substance Abuse Treatment Projects of Regional and National Significance (CFDA 93.490), which supports states, tribes, and communities in expanding access to substance use disorder treatment, improving treatment service quality, supporting recovery-oriented systems of care, addressing the opioid and overdose crisis, and strengthening the treatment workforce.
