About this opportunity
The United States Department of Transportation (DOT) is seeking applications for the Reconnecting Communities Pilot (RCP) discretionary grant program through a Notice of Funding Opportunity (NOFO). The RCP Program aims to advance and support the reconnection of communities divided by transportation infrastructure, with a priority on helping disadvantaged communities improve access to daily needs. Eligible applicants include state, local, and tribal governments, Metropolitan Planning Organizations, and non-profit organizations. DOT will evaluate proposals based on merit criteria such as equity, access, facility suitability, community engagement, equitable development, climate change, and workforce development, as well as project readiness and benefits versus costs. Applications must be submitted by September 30, 2024 through the Valid Eval online portal.
Approximately $607 million in funding is available for Planning Grants up to $2 million and Capital Construction Grants from $5 million to $100 million. The projects funded seek to improve mobility, access to daily needs, and economic development opportunities through infrastructure removal, retrofitting, mitigation, or replacement. Awards will be administered by agencies like the Department of Transportation Federal Highway Administration and are expected to have performance periods spanning 2-3 years.
Synopsis
The United Stated States Department of Transportation (USDOT) is requesting applications for the Reconnecting Communities Pilot (RCP) discretionary grant program through the Notice of Funding Opportunity (NOFO).
The RCP Program aims to advance and support reconnection of communities divided by transportation infrastructure - with a priority on helping disadvantaged communities improve access to daily needs (jobs, schools, healthcare, grocery stores, and recreation). Funds for the fiscal years (FY) 2024, 2025, and 2026 RCP grant program are to be awarded on a competitive basis to support planning and capital construction activities that aim to restore community connectivity through the removal, retrofit, mitigation or replacement of highways, roadways, or other infrastructure facilities that create barriers to mobility, access or economic development.
Bipartisan Infrastructure Law specifies that the maximum Community Planning Grant award funded with RCP funds is $2 million and that the minimum Capital Construction Grant award funded with RCP funds is $5 million.
