About this opportunity

This cooperative agreement seeks applications from for-profit organizations to establish an international advisory body to review developments in biosecurity science and technology as they relate to the Biological and Toxin Weapons Convention. The Department of State Bureau of International Security and Nonproliferation aims to understand security implications of advances in biotechnology and synthetic biology that become increasingly accessible outside of formal laboratory settings. Applicants must demonstrate experience engaging international experts to analyze emerging life science risks and opportunities. Evaluation will consider an applicant's proposed approach to convening technical and policy experts globally to study dual-use issues and provide policy recommendations. Applications are due no later than April 30, 2023.

Potential awardees can expect to receive funding through the Global Threat Reduction program, which supports reducing threats from terrorist groups or states of concern through cooperative measures. Funded work is expected to involve international travel and engagement of experts across multiple nations to conduct analyses and workshops on topics related to reviewing science and technology with biosecurity dimensions.

Synopsis

Rapid advances in biotechnology and related sciences are creating new benefits - and risks - for security and other aspects of our well-being. As these biotechnologies and capabilities - particularly those related to synthetic biology - become increasingly available and accessible, not only to researchers but also to nontraditional consumers outside of formal laboratory settings and associated oversight, it is important for the States Parties to the Biological and Toxin Weapons Convention (BWC) to understand the security implications of those developments.
