About this opportunity

The Department of State Bureau of Democracy, Human Rights and Labor is soliciting applications for a cooperative agreement to advance human-centered technology development and counter authoritarian influence, with an application deadline of August 31, 2026. One award of $1,973,359 is anticipated. Cost sharing is not required but will enhance competitiveness.

Eligible applicants include U.S. and foreign not-for-profit organizations, educational institutions, for-profit organizations, and public international organizations. All applicants must obtain a Unique Entity Identifier and maintain active SAM.gov registration.

The project period runs 18 to 36 months, with an anticipated start date of September 30, 2026. The implementing partner will convene stakeholders from governments, academia, civil society, industry, and faith-based organizations to engage in academic research, events, and other activities that advance a human-centered approach to emerging technology respecting inherent dignity and unalienable natural rights, develop intellectual understandings of human dignity and unalienable rights, and counter authoritarian influences undermining fundamental freedoms.

The two primary objectives are engaging international stakeholders to promote innovative and human-centered technology development through dialogues, research, and exchanges, and countering malign authoritarian influence through documentation of threats to religious freedom, workshops, advocacy, research on digital authoritarianism, and leveraging innovative technologies.

Applications must include the SF-424 series forms, a proposal narrative not exceeding 15 pages, detailed budget justification organized by OMB cost categories, line-item budgets, letters of support, organizational policies, key personnel descriptions (maximum two pages), and a project monitoring and evaluation plan. Review criteria emphasize program quality and feasibility, organizational capacity, ability to achieve objectives, budget reasonableness, monitoring and evaluation planning, and sustainability. Unsuccessful applicants will be notified by October 30, 2026. Funding derives from FY 2025 Democracy Fund resources under the Foreign Assistance Act (CFDA 19.345).
