About this opportunity
The Department of State Bureau of Democracy, Human Rights and Labor is soliciting cooperative agreement proposals to strengthen freedom of expression, political pluralism, and national self-government in European countries and institutions, with applications due by 11:59 PM ET on August 21, 2026. A single anticipated award of $1.973 million is available from FY25 Democracy Fund resources under Assistance Listing 19.345. Eligible applicants are not-for-profit organizations, think tanks, civil society organizations, and public or private educational institutions that maintain a Unique Entity Identifier, active SAM.gov registration, and locally registered non-profit status with physical offices in implementation countries; organizations may submit only one proposal.
The performance period spans 12 to 24 months, with an anticipated project start date of September 30, 2026. DRL prioritizes four areas: assistance to victims of religious or political persecution; educational and research initiatives promoting Western civilizational values; legal advocacy protecting fundamental freedoms; and community-based refugee integration programs. Applicants must address one of two core objectives—either influencing judicial and legislative institutions to safeguard freedom of expression and national sovereignty, or facilitating informed debate on EU integration, migration, and national identity. All activities must remain non-partisan, avoid claims of U.S. interference, and coordinate with European institutions where possible.
Proposals must not exceed 15 pages and include SF-424 forms, a line-item budget with narrative justification, key personnel position descriptions, and letters of support from program partners. Organizations without a Negotiated Indirect Cost Rate Agreement may claim up to 15% of Modified Total Direct Costs for indirect expenses. DRL will maintain substantial involvement in programmatic planning, workshop development, participant selection, and monitoring and evaluation throughout the cooperative agreement period. Continuation grants may be available beyond the initial budget period, contingent on fund availability and satisfactory progress.
Synopsis
DRL requests proposals to strengthen the ability of European countries and institutions to protect freedom of expression, political pluralism, and national self-government. This funding opportunity directly supports the U.S. National Security Strategy's priority of "building up the healthy nations of Central, Eastern, and Southern Europe through commercial ties, political collaboration, and cultural and educational exchanges."
