APHIS will make available up to $90 million in Fiscal Year 2027 funds, with at least $73 million anticipated for the Plant Pest and Disease Management and Disaster Prevention Program (PPDMDPP).

Eligible applicants include State Departments of Agriculture, other State and Federal agencies, Tribal nations, nonprofit organizations, industry, and colleges and universities (both public and private). Cost sharing is not required, though voluntary committed cost sharing may be included.

APHIS anticipates funding between 325 and 350 awards. Most awards will not exceed $400,000; the FY 2026 average award was approximately $130,000. The period of performance for cooperative or interagency agreements is estimated to begin between May 1, 2027, and September 30, 2027, and must be completed within 12 months. Internal APHIS projects must be completed by September 30, 2027.

Projects must address one of six goal areas: Plant Pest and Disease Survey and Analysis; Domestic Inspection; Pest Identification and Diagnostic Technology; Protecting Nursery Production; Public Outreach and Education; or Pest Mitigation and Rapid Response. Evaluation criteria include alignment with PPDMDPP goals, benefits to pest surveillance and management, impacts on specialty crops and agricultural industries, alignment with PPQ priorities, likelihood of project success, cooperator experience, scientific and technological merit, appropriate timelines, and reasonable budgets.

Funding decisions will be announced through the FY 2027 Spending Plan via Stakeholder Registry Notice in February 2027. Awards will be executed as cooperative agreements, interagency agreements, or internal projects depending on recipient type. The Assistance Listing number is USDA-APHIS-10031-PPQ-PPDMDPP-2027.
