About this opportunity
The Office of Refugee Resettlement (ORR) within the Administration for Children and Families is soliciting applications through cooperative agreement to administer the Placement and Coordination (PC) program, with applications due September 17, 2026 at 11:59 p.m. Eastern Time. ORR will fund only organizations not currently receiving ORR funding to support Program of Initial Resettlement services, including through subaward—this is a disqualifying eligibility condition. State governments, individuals, federal entities, and foreign entities are ineligible.
Eligible applicants include public and private nonprofit organizations, special district governments, independent school districts, public or Indian housing authorities, city/township governments, tribal organizations (federally recognized and non-federally recognized), and county governments. Faith-based and community organizations meeting eligibility requirements are eligible. No cost-sharing requirement applies.
ORR will distribute approximately $27.82 million across an estimated 10 awards, with individual awards ranging from $1,000,000 to $5,000,000 for the first budget period. The project period is two years, consisting of two one-year budget periods, with an expected start date of December 1, 2026.
PC providers must administer Program of Initial Resettlement (PIR) services and Intensive Case Management (ICM) services through direct delivery or networks of local resettlement providers. PIR services span 30 to 90 days following arrival and include airport pickup, housing, benefits applications, cultural orientation, and direct assistance. ICM services support individuals with significant vulnerabilities for 6 to 12 months, or 12 to 24 months for those with long-term physical or mental health conditions or disabilities, including case management discussions, psychosocial support, and connections to external assistance.
Merit review allocates 110 total points across six criteria: purpose and need (20 points), response (20 points), impact (10 points), resources and capabilities (30 points), line-item budget (20 points), and ACF priority alignment (10 points). The Assistance Listing is CFDA 93.576, Refugee and Entrant Assistance Discretionary Grants.
