About this opportunity

The Department of the Air Force Materiel Command Research Laboratory (Air Force Research Laboratory) is soliciting proposals under the Pioneering Aerospace Capabilities, Engineering and Research (PACER) program through a Broad Agency Announcement (BAA) with a May 10, 2043 close date. Applicants are unrestricted in type. Individual awards reach up to $500 million per call, with total funding up to $500 million per call cycle. The BAA operates on an open two-step process accepting white papers continuously and issuing calls for proposals with specified due dates; proposals are due within 30 days of each call's solicitation. The CC DROIDS (Collaborative Center for the Design and Research of InterDisciplinary Systems) call—issued July 2023, most recently amended August 31, 2023—seeks a cooperative agreement valued at $4.8 million over an anticipated six-year performance period beginning fiscal year 2023, with an estimated award date of November 23, 2023. CC DROIDS must be led by an American university and may partner with industry as subrecipients. Cost sharing is encouraged but not required and will be considered favorably in evaluation.

The program addresses 14 technology areas in aerospace systems, with emphasis on multidisciplinary design, analysis, and optimization methods and technologies for next-generation aerospace vehicles. Work will be conducted at Air Force Materiel Command Research Laboratory sites as specified in individual task orders, including Wright-Patterson Air Force Base. A facility security clearance at Top Secret level is required, with access to Special Access Programs, Sensitive Compartmented Information, and the Joint Worldwide Intelligence Communications System. Contractors will generate, store, and fabricate classified hardware and information. Proposals are evaluated on technical approach, understanding, and affordability. Awards are expected to range from 12 to 36 months in duration. The opportunity is assigned to CFDA 12.800 (Air Force Defense Research Sciences Program). Offerors must provide SF-424 forms, biographical sketches, current and pending support statements, security program questionnaires, and cost or pricing data via Grants.gov; proposals containing controlled unclassified information or exceeding 20 megabytes must be submitted through DoD SAFE by September 29, 2023.
