About this opportunity
The Department of Health and Human Services Administration for Children and Families is soliciting cooperative agreement applications to fund rigorous impact evaluations of innovative pregnancy prevention interventions targeting high-risk and vulnerable youth, with an application deadline of August 18, 2026.
Eligible applicants include nonprofits (501(c)(3) and non-501(c)(3)), for-profit organizations, small businesses, faith-based organizations, tribal governments and organizations, state and local governments, higher education institutions, housing authorities, independent school districts, and consortia with a designated primary applicant. Individuals, federal entities, and foreign entities are ineligible. No cost share or match is required.
The program will award approximately $10 million total across 12 expected awards, with individual award amounts ranging from $750,000 to $900,000 per budget period. Five one-year budget periods structure the five-year project period, with an expected start date of September 30, 2026. A minimum of 20 percent of annual funding must be allocated to an independent third-party evaluator.
Applicants must target youth aged 10–19 years, including pregnant and parenting youth under 21, in high-risk populations (foster care, juvenile justice, human trafficking victims, runaway or homeless youth, youth with HIV/AIDS, youth in high-birth-rate areas). Projects must implement at least three of six congressionally mandated adulthood preparation subjects: healthy relationships, adolescent development, financial literacy, parent-child communication, educational and career success, and healthy life skills. Interventions must have compelling preliminary evidence and a documented theory of change with developed materials, but cannot have been previously evaluated through randomized controlled trials or quasi-experimental designs. All evaluations must employ rigorous impact evaluation methodology (randomized controlled trials or quasi-experimental designs with treatment and control groups) conducted by independent evaluators.
Merit review allocates 110 points across six categories: Purpose and Need (10 points), Response (35 points), Impact (30 points), Resources and Capabilities (20 points), Support Requested (5 points), and Alignment with ACF Vision, Mission, Values, Priorities, and Guiding Principles (10 points). The program operates under Assistance Listing 93.092.
Synopsis
The Personal Responsibility Education Program-Innovative Strategies (PREIS) builds the evidence base for adolescent pregnancy prevention interventions that are effective with high risk and vulnerable youth populations and addresses gaps with new promising program models. PREIS funds rigorous impact evaluations of innovative youth pregnancy prevention interventions that target services to high-risk, vulnerable, and culturally under-represented youth populations, including youth in foster care/child welfare settings, juvenile justice, victims of trafficking, youth who have runaway or experience homelessness, youth with HIV/AIDS, expectant youth who are under 21 years of age and their partners, parenting youth who are under 21 years of age and their partners, and youth residing in areas with high birth rates for youth. Projects must implement at least three of the six congressionally mandated adulthood preparation subjects (APS) which include: 1) healthy relationships, 2) adolescent development, 3) financial literacy, 4) parent-child communication, 5) educational and career success, and 6) healthy life skills. Projects are required to conduct rigorous impact evaluations (randomized controlled trials or quasi-experimental design studies with assignment to treatment or control group). PREIS evaluations must be conducted by an independent, third-party evaluator.Interventions to be evaluated under this funding opportunity are expected to have compelling, positive preliminary evidence from previous research, but have not been evaluated through a randomized control trial or quasi-experimental design. Interventions must have a well-described theory of change, with intervention materials already developed.
