About this opportunity

Paragraph 1:

The U.S. Embassy Dakar Public Diplomacy Section (PDS) of the U.S. Department of State is seeking organizations or individuals to submit statements of interest (SOIs) for projects that strengthen cultural ties between the United States and Senegal or Guinea Bissau. The projects should involve cultural, educational, capacity building, and exchange programming that highlights shared values and promotes bilateral cooperation. Applicants must submit a concise 1-3 page SOI, which will undergo a merit review process. Selected applicants will then be invited to submit a full proposal application for a second merit review and final funding decision.

Paragraph 2:

This Federal Grant Opportunity is part of the ECA - American Spaces Federal Grant Program (CFDA 19.441), which typically awards between $2,000 to $100,000 for projects lasting several months to a full year. The program aims to establish, operate, and provide programming for American Spaces, which are cultural and information centers located internationally that offer free and open access for local communities to learn about the United States.

Synopsis

The U.S. Embassy Dakar Public Diplomacy Section (PDS) of the U.S. Department of State announces an open competition for organizations or individuals to submit a statement of interest (SOI) to carry out a project (or projects) to strengthen cultural ties between the United States and Senegal or between the United States and Guinea Bissau through cultural, educational, capacity building and exchange programming that highlights shared values and promotes bilateral cooperation. Please carefully follow all instructions below. The submission of the SOI is the first step in a two-step process. Applicants must first submit a concise (1-3-pages) statement of interest designed to clearly communicate projects idea and objectives. This is not a full proposal and will not result in a federal assistance award at this step. The purpose of the SOI process is to allow applicants to submit project ideas for evaluation prior to requiring the development of a full proposal application. Upon a merit review of eligible SOIs, selected applicants will be invited to expand on their project idea(s) by submitting a full proposal application. Full proposals will go through a second merit review before final funding decision(s) are made.
