About this opportunity
The Millennium Challenge Corporation (MCC) is seeking partnerships through a competitive four-stage application process to support its mission of reducing poverty through economic growth. This Annual Program Statement (APS) invites concept papers from U.S. and non-U.S. based organizations for collaborative initiatives in various development areas, including data skills, environmental economics, women's entrepreneurship, and infrastructure development. Applicants will be evaluated based on merit review criteria that assess alignment with MCC's institutional goals, potential for innovation, and ability to drive meaningful economic transformation. The APS uses a comprehensive selection process involving concept paper submission, co-creation discussions, full technical application, and final award stages. While most initial partnership opportunities have closed, the program remains open until March 31, 2027, with the potential for new partnership opportunities to be added periodically.
Award values under this grant opportunity have historically ranged from $30,000 to $1.5 million, with most awards averaging around $600,000. The partnerships are designed to support development activities in multiple countries, with a particular focus on African nations and other developing regions. Non-profit organizations are required to provide a minimum 25% cost share, while for-profit entities must offer 1:1 matching funds. The place of performance will typically be in the target countries where MCC is implementing economic development and poverty reduction initiatives. Funding is provided through the MCC Foreign Assistance for Overseas Programs (CFDA #85.002), with cooperative agreements and grants serving as the primary funding instruments.

Update #23 · Latest ·
MCC is issuing this APS in order to develop partnerships with organizations that share compact and threshold program and MCC institutional goals and align with the needs of MCC's current portfolio. MCC partnerships take many forms and benefit both MCC and our partner organizations by increasing our respective access to cutting-edge research, knowledge, data, technologies, networks and expertise, as well as co-funding. Partnerships can help open new markets, scale programs, drive innovation, and transform the lives of people around the world. Successful partnerships are expected to involve collaboration between MCC and partner staff and support MCC's ability to achieve its mission and programmatic goals.
Partnerships must concentrate on priority development activities which fall within MCC's mission of poverty reduction through economic growth and align with its core principles of results, good policies, and accountability. MCC funds activities in the public sector where the government role is clear and preeminent, but through partnership hopes to draw more broadly on non-governmental partners to stimulate additional investment and innovative development practices.
