About this opportunity

The Department of Defense is soliciting a sole-source cooperative agreement from the University of Hawaii for the continuation of the Pacific Disaster Center program, with applications due September 15, 2026. The University of Hawaii is the only eligible applicant; this opportunity is closed to all other institutions. No cost share is required.

The anticipated period of performance runs five years, from December 16, 2026, through December 15, 2031. The Pacific Disaster Center is an applied science and technology center established by Congress in 1992 that provides global risk intelligence, hazard monitoring, disaster early warning, and advanced analytics to the Department of War, the State Department, other federal agencies, and international partners. The center operates the DisasterAWARE technology platform, including RAPIDS (a Department of War-customized version), which uses artificial intelligence to support decision-making for natural and man-made hazards, mission assurance, resilience, humanitarian assistance and disaster response, and defense support of civil authorities.

The cooperative agreement will have substantial government involvement; the University of Hawaii serves as managing partner for the Pacific Disaster Center, collaborating with the government on research merits and sub-awardee selection, though the government retains final decision-making authority on all projects.

The program was authorized under the FY26 DoD Appropriations Act and Public Law 119-75. Assistance Listing / CFDA number is 12.019. Applications must be submitted through Grants.gov in PDF format with a maximum project narrative of ten pages and must address public benefits beyond government needs. Award decisions are expected by November 15, 2026. The University of Hawaii must maintain active System for Award Management registration with a valid unique entity identifier.
