About this opportunity
The Department of Justice Office of Justice Programs Victims of Crime division is soliciting applications for the OVC FY25 Services for Victims of Human Trafficking program (CFDA 16.320) to develop, expand, and strengthen comprehensive victim service programs for survivors of all forms of human trafficking throughout the United States and its territories. Eligible applicants include state and local governments, tribal entities, higher education institutions, nonprofits, and other qualified organizations. This program funds specialized services including case management, legal assistance, housing support, mental health counseling, crisis intervention, economic empowerment, and trauma-informed care that prioritize victim-centered approaches and survivor autonomy. Proposals will be evaluated based on eligibility and responsiveness, merit, programmatic quality, budget appropriateness, and organizational risk factors as detailed in the formal Notice of Funding Opportunity (NOFO). The application submission deadline is March 11, 2026, with applications to be submitted electronically via Grants.gov using Standard Form 424.
Award amounts typically range from $440,000 to $3.5 million for three-year project periods, with historical awards ranging from approximately $298,000 to $2.5 million depending on program scope and geographic focus. Performance will be nationwide, with particular emphasis on high-prevalence trafficking regions including California, New York, Texas, Florida, and other metropolitan areas with established trafficking corridors. Successful applicants must comply with 2 CFR 200 regarding uniform administrative requirements and audit standards, maintain all program records for three years following final expenditure reporting, and enroll in the Automated Clearinghouse (ACH) Vendor Express Program for electronic funds transfer. Award decisions will be made by the Assistant Attorney General, and authorized representatives must accept or decline awards within 45 days of notification.
