About this opportunity
The Office of Justice Programs' Victims of Crime (OVC) division is soliciting grant applications for housing assistance programs targeting victims of human trafficking. This Notice of Funding Opportunity (NOFO) seeks to provide funding for transitional housing and support services that help trafficking victims rapidly move into permanent housing and achieve stability. Eligible applicants include higher education institutions, public housing authorities, city/township governments, county governments, state governments, tribal organizations, and 501(c)(3) nonprofits. The program will fund two primary housing-related purposes: (1) transitional housing operating expenses for new or existing programs, and (2) short-term housing assistance including rental/utility payments, security deposits, and relocation costs. Evaluation criteria will likely focus on the applicant's ability to provide comprehensive, trauma-informed services to trafficking survivors, with a due date of February 24, 2026.
The Services for Trafficking Victims program typically awards grants ranging from $440,000 to $3,499,999, with most project agreements lasting approximately three years. While specific budget allocations are not explicitly stated in this opportunity, historical funding patterns suggest substantial financial support for selected organizations. The place of performance will be nationwide, with a particular focus on regions with high trafficking prevalence such as California, New York, Texas, Florida, and Massachusetts. Grant recipients will be expected to serve diverse trafficking survivor populations, including domestic and foreign-born victims, minors, and adults, using a victim-centered approach. Successful applicants will be notified through OJP's Justice Grants System and must electronically accept the grant award.
Synopsis
This NOFO will provide funding for housing and support services to victims of human trafficking. The primary focus of this program is to provide rapid rehousing (i.e., transitional housing and supportive services that assist human trafficking victims in moving as quickly as possible into permanent housing and achieving stability). Projects under this program must be used for one or more of the following purposes: (1) transitional housing, including funding for the operating expenses of a newly developed or existing transitional housing program; and (2) short-term housing assistance, including rental or utilities payment assistance and assistance with related expenses, such as payment of security deposits and other costs incidental to relocation to transitional housing.
