About this opportunity
The Department of Justice Office of Justice Programs Victims of Crime (OVC) is soliciting applications to develop and expand multidisciplinary, collaborative task forces designed to combat human trafficking through enhanced victim identification, comprehensive service provision, and case investigations. Eligible applicants include county governments, tribal governments, state governments, 501(c)(3) nonprofits, city/township governments, tribal organizations, and other qualified entities. The opportunity requires dual applications—one from an eligible lead law enforcement agency and one from an eligible lead victim service organization—each submitted separately into JustGrants. Applications will be evaluated based on merit, programmatic approach, budget justification, and organizational risk factors, with final award decisions made by the Assistant Attorney General. The deadline for proposal submission is March 11, 2026.
Historical funding under the Services for Trafficking Victims program (CFDA 16.320) demonstrates typical award ranges of $440,000 to $3.5 million for three-year project periods, though specific awards have ranged from approximately $298,000 to $2.5 million depending on scope and need. The grant will support nationwide performance locations with flexible implementation timelines typical of three-year federal awards, which may be extended subject to meeting specific criteria outlined in the Department of Justice Grants Financial Guide. Successful applicants must comply with 2 CFR 200 Uniform Administrative Requirements, maintain records for three years following the final expenditure report, enroll in the Automated Clearinghouse Vendor Express Program for fund receipt, and accept or decline the award within 45 days of notification.
