About this opportunity

The Department of Justice Office of Justice Programs Victims of Crime seeks applicants for the FY 2026 Antiterrorism and Emergency Assistance Program providing supplemental crime victim compensation and assistance in response to mass violence or terrorism in West Bloomfield, Michigan, with SF-424 due September 25, 2026, and full application due September 28, 2026. This is a restricted, non-competitive, invitation-only solicitation; only entities directly contacted by OVC are eligible to apply.

The expected single award is $1,637,229 for an anticipated 9-month period beginning March 12, 2026. Eligible applicant categories vary by grant type: state victim assistance programs, public agencies, federally recognized Indian tribal governments, public institutions of higher education, and victim service organizations may apply for crisis response, consequence management, or criminal justice support grants. For crime victim compensation specifically, only state crime victim compensation administrative agencies are eligible.

Four grant types may be funded separately or combined: crisis response (up to 9 months), consequence management (up to 18 months), criminal justice support (up to 36 months), and crime victim compensation (available at any time). AEAP funding is retroactive to the incident date and supplemental to existing resources; it cannot fund existing staffing, facilities, or property damage. Applicants must demonstrate that the funding addresses victim needs beyond state and local resources and that the incident is sufficiently large that the jurisdiction cannot provide needed services with existing resources.

Applicants must submit a proposal narrative addressing need, project design and implementation, and capabilities and competencies, along with a detailed budget justifying all costs as reasonable, allocable, and necessary. Award decisions are made by the Assistant Attorney General; recipients must accept or decline awards within 45 days of notification in JustGrants. Unspent funds revert to the Crime Victims Fund within 3 fiscal years after the end of the fiscal year in which the award was made.

CFDA 16.321.

Synopsis

This is a notice of funding opportunity (NOFO) for the OVC FY 2026 Invited to Apply Antiterrorism and Emergency Assistance Program for Crime Victim Compensation and/or Assistance. This opportunity supports victims of mass violence and terrorism through the Antiterrorism Emergency Assistance Program (AEAP). Funding for this program comes from the Antiterrorism Emergency Reserve (the Emergency Reserve). Along with non-grant training and consultation services, there are four types of grants that may be combined into one application or awarded separately to entities OVC invites to apply for funding: crisis response, consequence management, criminal justice support, and crime victim compensation. The overall goal of AEAP is to provide supplemental support to criminal mass violence and terrorism victims. The overall objective is to increase access to programs designed to improve services, assistance (including victim compensation), and outcomes for victims of mass violence and terrorism. AEAP grants are a mechanism by which the Director of OVC may award supplemental crime victim compensation and assistance to eligible entities responding to acts of mass criminal violence or domestic terrorism. The event must be sufficiently large that the jurisdiction cannot provide needed services to victims of the incident with existing resources, while also supporting victims of other crimes, in a timely and comprehensive manner. OVC generally accesses AEAP funds only in response to incidents that are sufficiently large in scope for the locale, and typically only where there was an unpredictable, indiscriminate, or broad targeting of victims, or otherwise unique aspect to the crime. In most cases, OVC expects States and communities to plan for and address victim needs stemming from relatively more predictable instances of gang-related violence, domestic violence, and broader community gun violence, from existing VOCA resources.

Eligibility

Other: Only the invited applicant is eligible to apply. This is NOT a competitive NOFO. OVC will contact potential applicants directly.
