About this opportunity
The Department of Justice Office of Justice Programs Victims of Crime is soliciting applications for the FY 2026 Victims of Crime Act (VOCA) Victim Assistance Formula Grant, with applications due July 8, 2026. Eligible applicants are state governments and eligible territories.
This formula grant provides annual funding to states and territories to issue subgrants to local community-based organizations and public agencies delivering direct services to crime victims. Eligible services include crisis counseling, telephone and onsite information and referrals, criminal justice support and advocacy, shelter, therapy, and additional assistance. Recipients may allocate up to five percent of funds for administrative and training purposes.
Award amounts follow a formula structure: each state, the District of Columbia, U.S. Virgin Islands, and Puerto Rico receives a base allocation of $500,000, while smaller territories receive $200,000, with additional funds distributed based on population according to U.S. Census Bureau data. For FY 2025 (the most recent completed cycle), the total amount available from the Crime Victims Fund was $1.9 billion, with $1,267,586,252 allocated to victim assistance grants. Individual awards have ranged from approximately $358,519 to $142,898,925.
The standard period of performance runs October 1 through September 30 for four-year durations. States have the year of award plus three years to expend funds. Records must be retained for three years from submission of the final expenditure report. Award packages are issued through JustGrants; the Authorized Representative must accept or decline within 45 days of notification.
The program is assigned CFDA 16.575.
