About this opportunity

The Department of Justice Office for Victims of Crime (OVC) is soliciting cooperative agreement applications for specialized human trafficking assistance to task forces and legal service providers, with applications due December 1, 2026 (SF-424 via Grants.gov) and full applications due December 8, 2026 (via JustGrants). OVC is awarding up to $5 million total across two distinct categories: Category 1 (Enhanced Collaborative Model task forces and multidisciplinary teams) with up to $3 million for one award, and Category 2 (anti-trafficking legal service providers) with up to $2 million for one award. No cost share is required.

Eligible applicants include public and private higher education institutions, 501(c)(3) nonprofits, and for-profit organizations. Nonprofit organizations holding money in offshore accounts to avoid tax liability under 26 U.S.C. 511(a) are ineligible. If a project involves multiple entities, only one may submit the application; other project partners must be proposed as subrecipients.

The 36-month award period runs from March 1, 2027 through February 28, 2030. Category 1 recipients will deliver specialized training and technical assistance on data-driven investigative techniques, prosecutorial approaches, and multidisciplinary partnership strategies, including coordination with Homeland Security Task Forces where appropriate, and provide peer-to-peer advisory support through liaisons with expertise in human trafficking investigations, prosecutions, victim services, and MDT protocol development. Category 2 recipients will provide specialized training to OVC anti-trafficking grantees on the full range of legal needs including victim compensation, child custody, identity theft, expungement, restitution, civil actions, and immigration-related legal services.

Both categories must leverage existing resources, coordinate with other OVC-funded programs to prevent duplication, and incorporate input from human trafficking survivors into programming. All recipients and subrecipients must comply with VAWA confidentiality provisions (34 U.S.C. 12291(b)(2)), forgo profits or management fees, and certify they do not promote prostitution legalization. Applicants must demonstrate expertise in managing national-level training and technical assistance programs focused on human trafficking.

The proposal narrative, limited to 20 pages double-spaced, is scored as follows: need (5%), goals and objectives (15%), project design and implementation (35%), capabilities and competencies (30%), and budget (15%). Assistance Listing 16.320; grant authority under 22 U.S.C. 7105(b)(2).

Synopsis

This opportunity will assist OVC-funded multidisciplinary anti-trafficking task forces and teams (MDTs) and legal service providers by offering specialized training to ensure successful outcomes for victims of human trafficking, as defined by 22 U.S.C. § 7102(11). Applicants should propose approaches that strengthen Enhanced Collaborative Model (ECM) task forces, MDTs, and legal service providers' capacity to identify and serve victims, conduct victim-centered investigations, and successfully prosecute traffickers.

Eligibility

Limit on Number of Applications: If a project will be carried out by two or more entities (project partners), only one entity may submit the application. The other entities (project partners) must be proposed as subrecipients rather than co-applicants. An entity may be proposed as a subrecipient in more than one application. For additional information regarding subawards, see the Application Resource Guide. Nonprofit organizations that hold money in offshore accounts for the purpose of avoiding paying the tax described in 26 U.S.C. § 511(a) are not eligible to apply.
