About this opportunity
The Department of Justice Office for Victims of Crime is soliciting applications for $22,315,250 in FY 2026 grants to develop, expand, and strengthen victim service programs for human trafficking survivors, with a two-step application process requiring SF-424 submission by September 29, 2026 and full application submission by October 6, 2026. A mandatory 25 percent cost-share match applies to all awards (federal funds may not exceed 75 percent of total project costs).
Eligible applicants include state and local governments, federally recognized and non-federally recognized tribal organizations, Native American tribal governments, 501(c)(3) nonprofits, public institutions of higher education, public housing authorities, and special district governments.
The program offers two funding categories: Category 1 (Developing Capacity to Serve Human Trafficking Victims) provides up to $400,000 per award with 6 anticipated awards, targeting organizations with limited or no prior experience serving trafficking victims or managing direct federal awards; Category 2 (Services for Human Trafficking Victims) provides up to $950,000 per award with 21 anticipated awards, supporting organizations with demonstrated experience serving trafficking victims through comprehensive or specialized services. The 36-month project period begins January 1, 2027.
Allowable service categories include information and referral, personal advocacy and accompaniment, emotional support and health services, shelter and housing, criminal and civil justice system assistance, and education and employment services. Applicants must serve survivors of both sex trafficking and labor trafficking, ensure all staff are licensed and trained to work with trafficking victims, and comply with privacy and confidentiality requirements under 22 U.S.C. 7115 and the Violence Against Women Act. Unallowable uses include primary prevention activities, direct cash assistance to victims, vehicle purchases, stipends, and activities violating federal immigration law or civil rights statutes.
The proposal narrative is limited to 8 pages and carries weighted scoring: Project Design and Implementation (35 percent), Organizational Capabilities and Competencies (30 percent), Project Goals and Objectives (15 percent), Budget (15 percent), and Description of Need (5 percent).
