About this opportunity

The Department of Justice Office of Justice Programs Victims of Crime is soliciting applications to improve outcomes for child and youth victims of human trafficking through statewide or Tribal jurisdiction-wide strategic plans, with an application due date of October 14, 2026, for Step 1 (SF-424 in Grants.gov) and October 21, 2026, for Step 2 (full application in JustGrants). Eligible applicants are state governments and federally recognized Native American Tribal governments only. All applicants must provide a 25 percent cost share based on total project costs, with federal funds covering no more than 75 percent of the project.

The program anticipates four awards of up to $1.6 million each from a total of $6.811 million in available funding. The project period is 48 months, beginning January 1, 2027. Work is performed statewide or Tribal jurisdiction-wide. The program requires a two-phase approach: Phase 1 focuses on developing or expanding the jurisdiction-wide strategic plan, while Phase 2 emphasizes implementation and ongoing refinement of strategies addressing identification, services, investigation, and prosecution related to sex and labor trafficking.

Applicants must address four narrative sections scored as follows: Description of the Need (5 percent), Project Goals and Objectives (15 percent), Project Design and Implementation (35 percent), and Capabilities and Competencies (30 percent), with the Budget comprising 15 percent. Required components include proposal narrative (maximum 8 pages, double-spaced), logic model, detailed budget justification, memoranda of understanding or letters of intent from project partners, project timeline, and staff resumes. Program requirements mandate VAWA Confidentiality Provision compliance, ensure all staff working with trafficking victims are licensed and trained, and incorporate survivor input into program design. Allowable uses include developing policies and protocols, conducting needs assessments, identifying service gaps, training, and victim screening tools. Unallowable activities include holding beds in housing facilities, cash stipends to victims, vehicle purchases, primary prevention activities, and promotion of prostitution.

CFDA 16.320.
