About this opportunity
The Department of Justice Office of Justice Programs Victims of Crime office is soliciting applications for housing assistance to victims of human trafficking, with SF-424 submission due September 28, 2026, and full application due October 5, 2026. This program requires a mandatory 25-percent cost match contribution from recipients.
Eligible applicants include state and county governments, city or township governments, federally recognized and non-federally recognized Native American tribal governments, public and state-controlled higher education institutions, public and Indian housing authorities, and 501(c)(3) nonprofit organizations. The opportunity will distribute $16,800,000 across 17 anticipated awards of up to $1,200,000 each. The project period runs 36 months beginning January 1, 2027.
The program funds rapid rehousing services including transitional housing (6–24 months) and short-term housing assistance (rental, utilities, security deposits) coupled with mandatory support services such as case management, employment counseling, mental health services, and community integration assistance. Applicants must comply with VAWA confidentiality requirements, ensure staff are licensed and trained to work with trafficking victims, and cannot fund cash assistance to victims (limited gift cards allowed), primary prevention activities, or construction. Applicants must certify they do not promote or support legalization of prostitution.
The proposal narrative (maximum 8 pages) is evaluated on Description of Need (5 percent), Project Goals and Objectives (15 percent), Project Design and Implementation (35 percent), Capabilities and Competencies (30 percent), and Budget (15 percent). The SF-424 must be submitted to Grants.gov by September 28, 2026 at 11:59 p.m. ET; the complete application including proposal narrative, budget, memoranda of understanding, resumes, and supporting documentation must be submitted to JustGrants by October 5, 2026 at 8:59 p.m. ET. This opportunity is authorized under 22 U.S.C. 7105(b)(2) and assigned to CFDA 16.320 (Services for Trafficking Victims).
