About this opportunity

The Department of Justice Office of Justice Programs Victims of Crime is soliciting applications for the FY 2026 Enhanced Collaborative Model (ECM) Task Force to Combat Human Trafficking, with the SF-424 form due October 14, 2026 at 11:59 p.m. ET and the complete application due in JustGrants by October 20, 2026 at 8:59 p.m. ET. Each eligible applicant must submit two separate applications—one from a lead law enforcement agency and one from a lead victim service organization—with identical proposal narratives and separate budgets; applicants without an eligible partner will not be considered.

Eligible applicants include state, county, city, and tribal governments; federally and non-federally recognized tribal organizations; public higher education institutions; public housing authorities; and 501(c)(3) nonprofits. The program requires a 25-percent cost-sharing commitment, with federal funds covering no more than 75 percent of total project costs.

Funding totals $22 million across 20 to 30 anticipated awards (10 to 15 task forces). Category 1 supports development of new local or tribal task forces (up to $700,000 per applicant, $1.2 million per task force). Category 2 supports expansion of previously OJP-funded task forces (up to $900,000 per applicant, $1.5 million per task force). Category 3 provides enhanced support for statewide task forces at any development stage (up to $1 million per applicant, $2 million per task force). The performance period is 36 months beginning January 1, 2027.

Applicants must demonstrate capacity to address both sex and labor trafficking, establish collaborative multidisciplinary partnerships, maintain full-time task force coordinators, and comply with VAWA confidentiality provisions. Deliverables include task force protocols, memoranda of understanding, training and outreach plans, organizational charts, and performance reports measuring progress toward victim identification, service provision, and prosecution. The Assistance Listing is 16.320 (Services for Trafficking Victims).

Synopsis

This is a notice of funding opportunity (NOFO) for the OVC FY 2026 Enhanced Collaborative Model (ECM) Task Force to Combat Human Trafficking. This opportunity supports jurisdictions in developing and expanding a multidisciplinary, collaborative task force approach to better respond to human trafficking through increased victim identification, service provision, and case investigations.

Eligibility

This NOFO requires each lead applicant to submit their entity's application separately in Grants.gov and JustGrants (one application submitted by an eligible lead law enforcement agency and one application submitted by an eligible lead victim service organization). Partnering law enforcement and victim services applicants are expected to submit identical proposal narratives and separate and distinct budgets. Applicants that do not apply with an eligible partner will not be considered for funding.
